Plan Submission Standards for MAPPS CSS

Formatting requirements

  • All documents shall be in Optical Character Recognition (OCR) PDF format, and rotated so that the pages read upright, oriented to allow for printing in “landscape” format with the exception of any 8.5”x11” sheets which will be printed in “portrait” format.
  • Plan Sheet Size shall not be larger than 30”x42” format.
  • Plan sheets submitted to the Department of Water Supply shall not be larger than 24"x36" format.
  • Document resolution shall be a minimum 150 dpi 1 and maximum of 300 dpi to balance legibility and file size. 
  • Export settings: maintain output scale; avoid "Fit to Page."
  • Unlock and Flatten all drawings & reports. The markups list & layers should be cleared and empty.
  • Vector Content only. Scanned images are discouraged.
  • Plans and details drawn to scale shall include a graphic scale.

How to package and submit your plans and related documents

  • Please avoid the use of special characters in file names for files that are uploaded to the MAPPS CSS, as they can cause upload issues. Any letters from the Latin alphabet (a, b, c, d, e, f, g, h, i, j, k, l, m, n, o, p, q, r, s, t, u, v, w, x, y, z) and numerical digits 0-9 can be used. Upper- and lower-case letters can be used. An example of a file name that has caused file upload issues is “Pūlama Lānaʻi”.
  • All plans shall be uploaded as Construction Plans for plan sets up to 100 MB. For larger sets, split Construction Plans into multiple sets (i.e. Plan Set 1 of 2, Plan Set 2 of 2) or separate plans into specific plan types (i.e. Structural Plans, Electrical Plans, etc.).
  • Plans shall be combined into one complete set, no individual sheet submittals.
  • Each Plan Sheet must be clearly bookmarked to identify the content of the page. (e.g. Page A 1.0 Architectural Site Plan).
  • Sheet title blocks shall remain consistent on each page of the plan set including sub disciplines.
  • Files must be unlocked and unprotected.
  • Zip files are not accepted.
  • Reports and other documents must be submitted as a separate PDF for each document type (e.g. calculations, specifications, reports, studies, etc.). 
  • Please do not include any irrelevant documents in your plan sets.
  • Please do not submit any confidential or personal information, unless requested.

For the below types of plans and related documents use the following naming conventions

Use the project name, followed by an underscore, and then the plan type as listed below:

    1. Construction Plans
    2. Architectural Plans
    3. Mechanical Plans
    4. Electrical Plans
    5. Civil Plans
    6. Drainage Report
    7. Structural Calcs
    8. Title Report

e.g. Bobs Diner_Construction Plans

Plan resubmittals

Please resubmit entire plan sets only. When submitting a revised set of plans to the County via MAPPS, the original cover sheet should be maintained and used as the cover sheet for any revised set of plans in order to preserve existing stamps/ approvals. You may mark up the cover sheet to make corrections to it as needed. 

For building permit plans, please accompany your set of revised plans with a building permits transmittal form, detailing the changes made in the revised set of plans. This will help the County re-route your plan for additional reviews, as applicable.

Additional standards for specific plan types

For “Plans” submittals with Current Division Planning Department please follow the standards in the appropriate APPLICATION DOCUMENT titled “Required Attachments for [name of application]". This can be found in the “Apply for Plan - [name of application]” screens in CSS under the “More Info” tab.  

1dpi Stands for "Dots Per Inch" and is used to measure the resolution of an image both on screen and in print. The DPI measures how many dots fit into a linear inch.
