ZAED Land Use Designation Form

Purpose

The Land Use Designation Form (LUD) verifies the County Zoning, Community Plan, State Land Use District designations, Flood Zone and other special districts for parcels of land located within the County of Maui.

How To Apply

Land Use Designation Form (LUD) requests shall be submitted online, via the MAPPS, Maui’s Automated Planning and Permitting System.

You must have a MAPPS Custom Self Service (CSS) account in order to apply online. Complete all the required steps in MAPPS CSS and upload any required documents related to your application.

Land Use Designation Form (LUD) Requirements 

Please note that LUD requests are limited to only one parcel/TMK per submittal via MAPPS.  

LUD Requests for Subdivision Application Requirements

If the LUD request will NOT be used with a subdivision application, complete the following:

  1. Select “NO” under the question, “Will this Land Use Designation Form be used with a Subdivision Application?”.
  2. Select “NO” under the question, “Will it be processed under a consistency exemption from Section 18.04.030(B), MCC?”.
  3. Leave the area BLANK under the question, “State the purpose of subdivision and the proposed land uses (i.e. 1-lot into 2-lots for all land uses allowed by law):

If the LUD request will be used with a subdivision application, complete the following:

  1. Select “YES” under the question, “will this Land Use Designation Form be used with a Subdivision Application?”.
  2. Select as appropriate “YES” or “NO” under the question, “Will it be processed under a consistency exemption from Section 18.04.030(B), MCC?”.  Click on the following link for more information on these exemptions: Section 18.04.030(B) of the Maui County Code
    1. If “YES”, enter the appropriate exemption number.
  3. State the purpose of subdivision and the proposed land uses.  Always include information on the number of lots the subdivision is starting with and the number of lots that the subdivision will end with (i.e. 1-lot into 2-lots for all land uses allowed by law):

If a LUD request will be used with a subdivision application AND the subject property contains multiple districts/designations of (1) State Land Use Districts, (2) Maui Island Plan Growth Boundaries, (3) Community Plan Designations, or (4) County Zoning Districts, a signed and dated Land Use Designations Map that is prepared by a licensed surveyor, showing the metes and bounds of the subject parcel along with each district/designation including any subdistricts is required at the time of submittal.

If a LUD request will be used with a subdivision application AND the subject property contains multiple State Land Use Districts then an approved District Boundary Interpretation from the State Land Use Commission is required at the time of submittal.
